Pursuant to adjourment the County Commission of Clark County met this thirtieth day of June, 2010 atthe Courthouse in Kahoka, Missouri with the following present: Paul E. Allen, Presiding Commissioner, Roger Sedore, Western Commissioner, and Jerry Neyens, Eastern Commissioner.

Also present was Leih Ann Hayden, Clerk of the County Commission. In the Mater of Court Minutes:

The minutes of the previous meeting were read and approved. In the Matter of a Citizen Group with Questions:

Rick Hunziker, Matt Plenge, Barrel Dean, and Trent Hunziker talked to the Commissioners about somequestions they had. They discussed court minutes. They also discussed future decisions that the Commissionersmight be making. They think the public should be better informed about major decisions made concerningthe County.

In the Matter of Revenue from Sale of Bonds:

Roberta McAfee, Treasurer, told the Commissioners that the $4,000,&60.00 from the sale of bonds minusthe fees was transferred to the People's Bank of Wyaconda yesterday morning (June 28, 2010). Because of theneeded securities, Roberta transferred $1,000,000.00 to Kahoka State Bank and $1,000.000.00 to the ExchangeBank of Kahoka.

In the Matter of Floodplain Management and SEMA:

Commissioner Paul E. Allen, Roger Sedore, and Jerry Neyens met with Karen McHugh, Floodplain ManagementOfficer, and Scott Zeller, Floodplain Section Engineer. They discussed the floodplain management program, floodplain ordinances, and floodplain management classes that were going to be offered near this area.

In the Matter of Brush Problem in Way land:

The Commissioners went to Wayland to the Waneita Murphree's property. They drove by and assessed thesituation. This is not a county problem. There is nothing the county can do.

In the Matter of Vehicles with Excessive Noise:

The Commissioners talked to Sheriff Paul Gaudette about vehicles making excessive noise. The Sheriff will check out this problem.

In the Matter of Medill Roads:

The Commissioners contacted Senator Wes Shoemyer's office about his inquiry about the problem with therock on the Medill roads that was reported to him by Tammy Baker. They went to Medill and looked at the rock that was in question. The rock was slightly larger than usual.

In the Matter of the June 24, 2010 Meeting:

Commissioner Jerry Neyens presented the following responses to the citizens group's questions onJune 24, 2010 from the County Commissioners:

As a matter of record, and in response to the Clark County Commission session of June 24, 2010, atwhich 30-40 citizens expressed concerns, questions, and criticisms, the Commissioners make thefollowing statements:

Sunshine Laws-It is always the intent of the Commisioners for actions taken and business conductedto be a matter of public information. We make every effort to follow the law in all respects. Citizens are always welcome at sessions of the County Commission. In addition, citizens can request that any matter concerning county business be added to the agenda.

Purchase of Rock-The decision to purchase rock from Gray Quarries, Inc. was made based on two factors: quality of rock and price.

"Jake Brake" Ordinance-At the request of several citizens who had issues with excessive noise from "jake brakes", an ordinance was adopted. This addressed health and safety concerns. Thisordinance has now been rescinded.

New Courthouse-When public funds are expended, certain regulations and restrictions apply as to construction. This differs from a private or religious project. Public facitities must meetstrict requirements as to building and safety codes, prevailing wage rates, etc. For this reason,we rely heavily on the advice of experts to protect the interests of our citizens. The Commissioners have also worked closely with a Courthouse Committee as well as interested citizens who attended public informational and planning meetings.

Sales Tax on Metered Utilities-Following the advice of our financial consultant and in line withpractices in other counties, it was decided to implement the sales tax on metered utilities. Thisdecision has now been reversed due to public outcry. It should be noted that one citizen statedthat if the tax was implemented, it would result in a $5000 increase in his sales tax. At a rateof 1/2 of 1%, this would mean that this individual's utility costs amount to $1,000,000.00—thisseems excessive. Because we consider our financial advisors to be experts in their field, we regret that we are not now following their advice.

Whereupon the Commission adjourned to meet July 1, 2010.

Pursuant to adjournment the County Commission of Clark County met this first day of July, 2010 atthe Courhouse in Kahoka, Missouri with the following present: Paul E. Allen, Presiding Commissioner, Roger Sedore, Western Commissioner, and Jerry Neyens, Eastern Commissioner.

Also present was Leih Ann Hayden, Clerk of the County Commission. In the Matter ofCourt Minutes:

The minutes of the previous meeting were read and approved.In the Matter of Payday:

The Commissioners signed paychecks. They also initialed the demand sheets after inspecting theinvoices and then signed the disbursement checks to pay the invoices.

In the Matter of Road #84, Dennis King:

Dennis King talked to the Commissioners about the road near his property, Road #84. The road needs work to donebe on it. The county will get to it as quickly as possible.

In the Matter of County Bridges:

Skip Wilson informed the Commissioners that the bridge on County Road 184 needs to remain closeduntil repairs could be made and after repairs are made it will remain a 3 ton bridge.

On County Road 75, the bridge 0750013 across the Fox River needs to remain closed until repairs aremade and after the repairs are made it will remain a 6 ton bridge

Whereupon the Commission adjourned to meet July 6, 2010.
