UPDATE: Elder Apprehended – Elder On The Run Again, Gave Kirksville Police The Slip

Update: According to information released by the Kirksville Police Department, Richard Lee Elder, Jr., was apprehended by the Memphis Police on Sunday, November 15, 2015, after the Schuyler County Sheriff’s Office received a tip about his whereabouts. The Memphis Police Department, Scotland County Sheriff’s Office and the Schuyler County Sheriff’s Office worked together in facilitating the arrest.

According to a representative of the Kirksville Police Department, Richard Elder, Jr., 22, of Kirksville, formerly of Edina, is on the run – again.

Elder is a person of interest in a burglary investigation in Kirksville and was allegedly being chased by Kirksville police Friday morning, November 13, 2015.

He was allegedly able to evade them.

Elder is accused of other burglaries in Knox County and he is currently on probation after pleading guilty to a felony burglary charge in 2014.

Elder was recently let out of jail in early October by Second Circuit Judge Russell Steele after spending the majority of the year behind bars awaiting his day in court. He was on the run from authorities when he was previously arrested, too.

It is unknown why the court did not require Elder to be monitored using an electronic tracking device when he was released from jail. Electronic tracking/house arrest bracelets are readily available for use throughout in the Second Judicial Circuit.

On Friday, November 6, 2015, Elder stood before Judge Steel in Knox County Circuit Court for a sentencing hearing on other felony burglary charges. The case was continued for 60 days. Judge Steele stated it was more important for Elder to pay restitution to the victims of his crimes than it was for him to go to prison. Judge Steele told Elder to use the opportunity to get a job and take care of his responsibilities.

Exactly one week later he’s on the run – again.

According to information released by the Kirksville Police Department, Elder is also wanted for contempt of court in Audrain County, MO. KPD is asking anyone with information about Elder’s whereabouts to report it to local law enforcement.

Richard Elder, Jr., is presumed innocent until proven guilty in a court of law.
