Edina City Council Holds June Meeting, Longtime Clerk to Retire

DRAFT – June 8, 2026 – The Board of Aldermen met in regular session with Mayor Linda Kerr presiding. Aldermen present: Dot Kriegshauser, Delmar Strange, David Bugh, Rick Yoakum, and Staci Rimer. Absent: Don Crim. Others present: Roger Parton, Superintendent of Utilities; Peggy Collinge, City Treasurer; Kathy Poore, City Collector; David Dudley, Chief of Police and Officer Brian Salsberry; and the following citizens, John Greenley and Donna Lachman Mansy.

Mayor Kerr called the meeting to order at 7:00 PM and gave the invocation. The Pledge of Allegiance was recited by everyone present.

Motion was made by Delmar Strange and seconded by David Bugh to approve the reports and minutes as presented. Motion carried unanimously.

Motion was made by Rick Yoakum and seconded by David Bugh to pay all bill as presented. Motioncarried unanimously.

Citizen Comments – John Greenley thanked the city for their support of the Knox County Ring of Smoke BBQ Fundraiser, in which 25 teams participated. He reported $10,000 in proceeds. The majority will be used to support improvements at the Knox County 4-H/FFA Fairgrounds, and the remainder used to support the 2nd Annual Ring of Smoke scheduled for June 25-26, 2027.

Donna Lachman Mansy, on behalf of son, Ben Lachman, owner of the old hotel, inquired as to the possibility of assisting with demolition of the building through a grant. However, the application period has closed for the current grant, and they were encouraged to apply in the next round.

Department Reports – Peggy Collinge, City Treasurer, met with the Board. She recommended that the expense associated with the pump maintenance agreement, originally budgeted from the Water Fund, be funded through the Sewer Fund. Staci Rimer made a motion to approve the necessary budget amendment, seconded by Rick Yoakum. Motion carried.

Roger Parton, Superintendent of Utilities, met with the Board. After reviewing his monthly report, he requested approval to hire a part-time employee for approximately six weeks. A motion made by David Bugh and seconded by Rick Yoakum to approve a part-time employee. Motion carried.

David Dudley, Chief of Police, reviewed the monthly activity report for the Police Department. Chief Dudley and Officer Salsberry requested that the city look into a juvenile curfew ordinance and provided a sample. After some discussion, no action was taken.

The City of Edina has been awarded a grant through the State of Missouri that allows the City to access funds for law enforcement training and equipment, due to their recent Blue Shield designation. The final award amount and estimated arrival of funds is pending. Chief Dudley provided a list of initial quotes for equipment.

Chief Dudley mentioned that he is also interested in applying for the Community Orienting Policing Services (COPS) grant to assist with department salaries. At Chief Dudley’s request, a motion was made by Staci Rimer and seconded by Delmar Strange to approve a contracted fee of $65 per month to operate Axon Enterprise body cams for each officer.

Chief Dudley reported that the police car has unresolved mechanical issues and is currently not in operation. Roger Parton volunteered to transport the vehicle to Mel’s Garage in Rutledge for repairs.

The City is required by the Missouri Ethics Commission to establish a procedure to disclose potential conflicts of interest and substantial interest for certain municipal officials. Motion was made by Dot Kriegshauser and seconded by Delmar Strange for the introduction and first reading by title only of Bill No. 739, Proposed Ordinance No. 739 to establish this procedure. Roll call vote was taken. Ayes: Dot Kriegshauser, Delmar Strange, David Bugh, Rick Yoakum, Staci Rimer. Nays: none. Absent: Don Crim.

Motion was made by Rick Yoakum and seconded by David Bugh for the second reading by title only. Roll call vote was taken. Ayes: Dot Kriegshauser, Delmar Strange, David Bugh, Rick Yoakum, Staci Rimer. Nays: none. Absent: Don Crim.

Motion was made by David Bugh and seconded by Staci Rimer to adopt Bill No. 739, Proposed Ordinance No. 739. Roll call vote was taken. Ayes: Dot Kriegshauser, Delmar Strange, David Bugh, Rick Yoakum, Staci Rimer. Nays: none. Absent: Don Crim. Motion carried.

The Board considered a request by the Knox County Promotional Council for a picnic license to sell beer at a beer garden during the Knox County Corn Festival, scheduled for September l1th, 12th, and 13th. They also requested monetary support to sponsor and promote this annual event. Motion was made by Dot Kriegshauser and seconded by Delmar Strange approve the picnic license and provide the same monetary support as recent years. Motion carried.

Mayor Kerr announced a public celebration will be held for retiring City Clerk Margaret Gibson, on Sunday, June 28, 2026 from 3:30-5:00 PM at the Knox County Community Center in Edina. Margaret Gibson, retiring city clerk, administered the Oath of Office to new city clerk, Crystal Murr.

Motion was made by David Bugh and seconded by Delmar to close a part of the meeting pursuant to 610.021(3) Hiring, firing, disciplining or promoting of particular employees by a public governmental body when personal information about the employee is discussed or recorded. Roll call vote was taken.

Ayes: Dot Kriegshauser, Delmar Strange, David Bugh, Rick Yoakum, Staci Rimer. Nays: none. Absent: Don Crim. Motion carried and the meeting was closed.

When the Board returned to open session, the board contacted an employee for additional discussion. Then, Rick Yoakum made a motion, seconded by David Bugh, to again close a part of the meeting pursuant to 610.021(3) Hiring, firing, disciplining or promoting of particular employees by a public governmental body when personal information about the employee is discussed or recorded. Roll call vote was taken. Ayes: Dot Kriegshauser, Delmar Strange, David Bugh, Rick Yoakum, Staci Rimer. Nays: none. Absent: Don Crim. Motion carried and the meeting was closed.

A motion was made by David Bugh and seconded by Staci Rimer to adjourn. Motion carried and the meeting was adjourned.
