City Council Meets for Updates on E-Bike Rules, Public Use Agreement, and Public Safety Items

City Council convened on June 18th to discuss several key updates spanning public safety, parks and trails, and city operations, including an agreement for a public facility, a proposed ordinance regulating electric bicycles, and progress reports on police and recreation projects.
City officials reviewed the terms of a license and use agreement for The Patio at Flower City, confirming that Main Street will construct and develop a public use facility on city-owned property for the public good, with the granted rights lasting for ten years. Council also considered a first draft ordinance amending Chapter 340 by adding Section 340.125, which would clarify how electric bicycles are treated under city law, where they may be ridden, and how the city can restrict certain classes on specific paths after notice and a public hearing. The draft includes equipment and age-related requirements for class 3 electric bicycles, as well as enforcement provisions establishing fines for violations and allowing police impoundment for minors in certain circumstances. In addition, Council signed Resolution #2026-05 adopting the Marion County Multi-Jurisdictional Local Hazard Mitigation Plan.
Chief Baker reported on police department updates, including travel to Des Moines to have the Tahoe repaired under warranty, training progress for Canton officers ahead of final training, and the receipt of new dash cameras with installation scheduled.
Doug Meyers from the Park Department shared updates on the Hutcherson Trail Project, stating that reference checks are underway for one bid involving a contractor the city has not
previously worked with. Meyers also relayed that grant funding was not received to replace pool flooring or to build the splash pad, while kitchen renovations are expected to be completed by Heimer Construction.
