Milan Board Approves FEMA Planning Agreement, Receives Updates on Pool, Infrastructure Projects

MILAN, Mo. — The Milan Board of Aldermen approved an agreement with the Green Hills Regional Planning Commission for emergency planning assistance and received updates on several city projects during its regular meeting July 6.

All aldermen were present except Richard Head. Attending the meeting were Mayor Andy Herington, City Clerk Lisa Sharp, City Administrator Crystal Bupp and Clint Bogard.

The board unanimously approved a resolution authorizing the city to enter into a memorandum of understanding with the Green Hills Regional Planning Commission to assist with FEMA flood damage reporting requirements.

Bupp reported the city has received an evaluation of the municipal swimming pool from Waters Edge Aquatic Design. She said the city plans to engage the Verimore Group and seek community input through surveys before determining how to proceed. Funding options will also be explored.

The board also learned employee health insurance premiums are expected to increase 48.3% when the policy renews Sept. 1. Bupp said city officials will review available options and discuss the matter further at a future meeting.

During the mayor and administrator’s report, Bupp updated the board on the city’s $9.3 million BUILD grant, which is fully funded through the federal government. The project will include infrastructure improvements, curb and gutter replacement and street resurfacing. Work is planned along East and West Third Street, Market Street, Grand Avenue and Highway 5/6.

Bupp told the board the Milan C-2 School District had inquired about conducting a controlled burn of a house it recently purchased. The board reached a consensus not to allow the burn because of the home’s proximity to neighboring residences and regulations prohibiting such activity.

The board also received an update regarding Collar to Halter’s termination of its contract with the city. Bupp said a resolution formally accepting the termination will be presented at a future meeting.

Additional updates included a new state monument permit application for the city’s “Welcome to Milan” signs, an expected final report on the Pearl Street and Highway C speed limit study, and plans to relocate city limit signs following a recent annexation.

Board members discussed the city’s rug and clothing service provided by Cintas and Sunbrite, including the possibility of developing a clothing plan for employees.

Bupp also updated aldermen on ongoing court cases involving the city. No action was taken.

During aldermen comments, Randy McCollum said the zoning board needs to schedule a meeting. Lesa Smith asked when concrete work at Fourth Street and Broadway would be completed, and Bupp said it was scheduled to be poured the following day.

Board members also discussed tall weeds and mowing concerns, as well as complaints about dog waste being left on the Methodist Church property.

The meeting concluded with a closed session under Missouri Sunshine Law Section 610.021(3) to discuss personnel matters. No action was reported following the closed session before the meeting adjourned.
