Palmyra City Council Approves Ordinance Updates and Recognizes Council Service

The Palmyra City Council met Thursday evening to address several ordinance updates, hear department reports, and recognize years of service from council members. The agenda and consent agenda were both approved before moving into legislative business.
Ordinances and Readings
The council unanimously approved the second reading of Bill 1669, which corrects the existing Park Sales Tax ordinance within the city code.
The second reading of Bill 1670 was also approved unanimously, correcting the Citywide Use Tax ordinance in the city’s code.
The council then approved the second reading of Bill 1671, amending Chapter 607 of the city ordinances regarding Tattoo and Body Piercing Establishment Licenses. The amendment increases the number of permitted establishments in Palmyra from one to three, allowing additional business opportunities within the city.
Two ordinances received first readings, neither of which required a vote at this meeting:
•Bill 1672, addressing the parking of certain vehicles, and
•Bill 1673, amending Chapter 100 related to accessible areas within City Hall and other government buildings.
Additional Council Actions
The council approved a request for GWorks licensing for 2026, which is required for city operations.
A request was also presented for the release of the first right of refusal to purchase a portion of Lot 19. The request asks that the remaining portion of the lot be released to Mike and Kathy Wear. The matter was submitted to Mayor Rusty Adrian for consideration.
Department Reports
The Street Department reported the final removal of snow piles throughout town following recent winter weather. A new pickup truck has arrived and is currently being fitted at Knapheide.
The Police Department announced that the entire department is now CPR certified. Additionally, active threat training is scheduled to be held at Palmyra High School on December 22.
The Board of Public Works reported that both apprentice linemen successfully passed their year-end tests. The department also shared that a dump truck motor failed and the EGI cooler was replaced. Officials are currently waiting for delivery of a vac truck motor to St. Louis.
The Parks Department highlighted a successful Disc Golf Ice Bowl Tournament, which drew more than 50 participants, along with a Chili Cook-Off hosted at the Floral Hall. Updates to kitchen specifications have been completed and will be resubmitted for bidding. Final bid documents for the Hutcherson Trail Project have been submitted to the Missouri Trails Grant Committee, and once approved, the project will move forward to the bidding phase.
Council Recognition
During the meeting, Mayor Rusty Adrian recognized Council Member Earl Meyers (3rd Ward) and Council Member Zach Jones (2nd Ward) for their five years of service on the Palmyra City Council
