Bid Process To Build Roy Blunt Reservoir Back On Track
MILAN, Mo. – The Roy Blunt Reservoir bid process is open once again. Last fall, the North Central Missouri Regional Water Commission pre-qualified an impressive group of general contractors and specialty contractors. The commission took the step of pre-qualification due to complexity of a portion of the dam and spillway construction.
The commission was asked to stop the bid process for dam and spillway construction while one of three funding agencies resolved several policy issues. Had the process continued, those funds would have been imperiled. The commission was provided with direction and the bid process has been restarted.
Olsson, the engineering firm that designed the dam, has been retained to lead the bid and contracting process. Olsson has notified all pre-qualified contractors.
“We are blessed to have so many funding partners, but it presents challenges in complying with the many different requirements, “said North Central Missouri Regional Water Commission Chairman Harve Rhodes. “We are all thrilled to be back on track.”
Olsson project manager Brent Johnson shared Rhodes’ excitement. “The Roy Blunt Reservoir is a monumental project for the community. It’s been a lot of work to get to this point and we are thrilled to take another step forward.”
The project was advertised to the contractor community on Monday, May 18. Sealed bids for construction are due to the North Central Missouri Regional Water Commission on Tuesday, July 21. Bids will be reviewed by the project team with a notice of award to come later this summer.
Currently, progress is being made in other areas of the lake including clearing, utility relocation, construction camp siting, fencing and road work. Staging for work on the clay pad liner is also underway. When work commences there will be construction activities at the dam and spillway site. However, there will be a considerable amount of construction at other parts of Roy Blunt Reservoir, including forebay construction, lake bed preparation, shoreline protection, road work, the raw water intake tower and the raw water line to the water plant.
